Home Language Survey (HLS)

The Office of Civil Rights (OCR) requires that all Local Education Agencies (LEA’s) identify limited English proficient (LEP) students in order to provide appropriate language instructional programs for them. Pennsylvania has selected the Home Language Survey as the initial step in the identification process.
Post-Exit Monitoring Guidance Report Forms
These can be used to meet the two year monitoring requirement.
PA Opt-out of ESL and Reinstatement into ESL for Parents
Under federal civil rights laws, parents have the right to refuse to have their child participate in any specialized, separate ESL program or service. To help LEAs understand this change, Pennsylvania Department of Education has developed procedural guidance and supportive resources to meet this federal requirement.
